The short answer

The City of Dalaran is one of nine new 5-player dungeons in World of Warcraft: Forever.

Blizzard lists it for levels 28–33 in the Alterac Mountains.

In Blizzard’s October 20 overview, it is the only one of the nine whose entry mentions a required attunement questline.

Alliance players start with “An Alarming Request” from Emissary Jacques in Southshore.

Horde players start with “Key to the City” and “Prison Break-In” from Magus Wordeen Voidglare in Tarren Mill.

After earning the Kirin Tor’s trust, your group enters through the sewers and chooses among multiple paths and encounters.

The dungeon became testable in the beta with the October 8 update.

The notes for the October 15 build fixed a bug that let Horde players gain Kirin Tor reputation.

The same notes made the Horde hostile in open-world Dalaran without changing access to the dungeon.

This guide is compiled from Blizzard posts and Wowhead’s Forever beta data; we did not play through the dungeon ourselves.

Where each fact comes from

We separate two kinds of source and name the source in the text each time.

Blizzard’s posts give the name, level range, location, starting quests and givers, the sewer entry and the beta dates.

SourceWhat it covers hereHow to treat it
BlizzardName, levels, location, starting quests and givers, sewer entry, beta changesConfirmed
Beta game data (Wowhead Forever)Later quest steps, quest levels, objectives, rewards, the sewer keyBeta client data; can change

Beta game data means what Wowhead’s World of Warcraft: Forever database reads from the beta client.

We checked that data on October 21, 2026: later quest steps, quest levels, objectives, rewards and the sewer key.

Wowhead is a fan database, not Blizzard, and its data can change with any beta build.

Where neither source answers a question, we leave it open rather than guess.

Level range and location

Blizzard’s September 15 dungeon level list and its October 20 overview both give the City of Dalaran levels 28–33.

The overview places it in the Alterac Mountains and gives no more precise entrance location.

In level order it sits between the Excavation Site (24–29) and the Drowned City (35–40).

DungeonLevelsLocation (Blizzard)
Excavation Site24–29Wetlands
City of Dalaran28–33Alterac Mountains
The Drowned City35–40Off the coast of Stranglethorn Vale

In the beta, Blizzard’s October 1 notes set the maximum player level at 30.

Blizzard has not announced a minimum level for starting the attunement quests, so we do not give one here.

Quest levels differ between steps in the beta data; where we cite one, it is for that quest only.

How each faction starts the attunement

Blizzard calls it a required attunement questline and names a different start for each faction.

Alliance players begin with “An Alarming Request” from Emissary Jacques in Southshore.

Horde players begin with two quests from Magus Wordeen Voidglare in Tarren Mill: “Key to the City” and “Prison Break-In”.

FactionStarting questQuest giver and place
AllianceAn Alarming RequestEmissary Jacques, Southshore
Horde
  • Key to the City
  • Prison Break-In
Magus Wordeen Voidglare, Tarren Mill

Blizzard has not said whether every member of a group must finish the questline.

The overview lists no later steps; the next two sections use the beta data.

Alliance steps in the beta data

Wowhead’s beta data lists three quests in the Alliance series.

An Alarming Request sends you to the Image of Archmage Modera near the City of Dalaran.

Its quest text says something has disrupted Dalaran’s ley lines and the city’s constructs are behaving erratically.

Heart of Disruption, quest level 33, gives you the Dalaran Sewer Key when you accept it.

Its objective is to collect the Arcane Mote in the City of Dalaran for the Image of Archmage Modera.

It offers a choice of Spellguard Pauldrons, Renewing Footpads or Defender of Dalaran, plus 100 reputation with the Kirin Tor.

All three reward choices are item level 36 in the data.

Friend of the Kirin Tor then asks you to speak to Archmage Celindra in the City of Dalaran.

  2. Heart of DisruptionLevel 33; you receive the Dalaran Sewer Key; bring back the Arcane Mote.
  3. Friend of the Kirin TorSpeak to Archmage Celindra in the City of Dalaran.

Horde steps in the beta data

The beta data shows two Horde quest series plus Key to the City, so we list what each quest page shows.

Prison Break-In asks you to find the traitors and recover 4 Bloodstone artifacts, then return to Magus Wordeen Voidglare in Tarren Mill.

Its series continues with Dalaran Patrols: kill 6 Dalaran Summoners and 8 Elemental Slaves, then return to Magus Voidglare.

Key to the City asks you to acquire the Dalaran Sewer Key for Magus Wordeen Voidglare and lists a Grimy Key as its requirement.

Blood in the Streets provides the Grimy Key and asks you to find a way into Dalaran along Lordamere Lake.

The data lists it as the first of 3 quests, followed by a Horde Heart of Disruption and Shrewd Negotiations.

Heart of Disruption (Horde)Bring the Arcane Mote to Magus Wordeen VoidglareLevel 33; provides the sewer key
Shrewd NegotiationsSpeak with Archmage Celindra (quest page)English tooltip: Image of Archmage Modera

The Horde Heart of Disruption is quest level 33 and also provides the Dalaran Sewer Key.

Its objective is to collect the Arcane Mote in the City of Dalaran for Magus Wordeen Voidglare in Tarren Mill.

It offers Battle Spaulders, Enchanted Sandals or Striking Staff, and its page lists no reputation gain.

For Shrewd Negotiations, the quest page names Archmage Celindra in the City of Dalaran as the contact.

The English tooltip of the same quest says the Image of Archmage Modera instead, so check your quest log in game.

The data does not show how the Prison Break-In series, Key to the City and Blood in the Streets connect.

October 15: what changed for the Horde

Blizzard’s notes for the October 15 beta build changed Dalaran for the Horde in two ways.

First, they fixed an issue that allowed Horde players to gain Kirin Tor reputation.

Second, members of the Horde are no longer welcome in Dalaran under any circumstances and are attacked on sight.

The notes say this does not affect access to the City of Dalaran dungeon.

They add that the Horde questline for the Dalaran Sewer Key no longer grants unrestricted access to the city in the open world.

In the beta data we checked, the Horde Heart of Disruption lists no reputation, while the Alliance version lists 100.

Inside: sewers, paths and dungeon quests

Blizzard says the magical barrier hiding Dalaran’s restoration has fallen and the city is in arcane chaos.

It describes backfiring enchantments, constructs running wild and dangerous magical energy in the streets.

Your group enters through the sewers, reaches the city proper and chooses among multiple paths and encounters.

Blizzard has not published a boss list, a map or the number of paths.

We found 6 quests in the beta data that send you into the dungeon; the list may not be complete.

Their givers are in Stormwind City, in Tarren Mill and Undercity, near the sewer entrance and outside Dalaran.

Source of Power (Doctor Martin Felben, Undercity)Collect 6 Cracked Sentry CoresUnstable Power Core or Construct Cloak
Opportunistic Education (Rexxie Copperclutch, near the sewer entrance)Collect The Founding of DalaranSolid Gold Band or Larcenist’s Belt

Starving Arcane asks you to defeat 8 Seeking Remnants, 8 Saturated Remnants and 8 Mana Echoes for Archmage Modera.

It offers Fallen Guard’s Pendant or Arcane Infused Rod, plus 100 reputation with the Kirin Tor.

A Green Sample asks for a Fel Infused Blossom from the dungeon for Shylamiir in Stormwind City.

Power Overwhelming asks you to slay the Mana Elemental for High Sorcerer Andromath in Stormwind City; the data lists the target as the Arcanic Enigma, an elite elemental.

The Grave Knight asks you to defeat Atrexis the Grave Knight for Melisara in Tarren Mill.

Source of Power asks for 6 Cracked Sentry Cores for Doctor Martin Felben in Undercity.

Opportunistic Education asks for The Founding of Dalaran for Rexxie Copperclutch near the sewer entrance.

We have not confirmed which faction can take each quest, so the table lists only the givers.

Before you go: a checklist

This is our checklist from the sources above, not a Blizzard instruction.

Pick up your faction’s starting quests in Southshore or Tarren Mill.

Check that the Dalaran Sewer Key is in your bags; in the beta data it is a unique item that binds when picked up.

Ask whether everyone in the group has done the questline, since Blizzard has not said if each member needs it.

Horde players should remember that open-world Dalaran attacks them on sight since the October 15 build.

Keep Heart of Disruption in your quest log so you can collect the Arcane Mote inside.

Before entering

  1. Start the questlineSouthshore (Alliance) or Tarren Mill (Horde).
  2. Check the keyDalaran Sewer Key in your bags.
  3. Check the groupAsk who has done the questline.
  4. Plan the routeHorde: avoid open-world Dalaran.

Not confirmed yet

Blizzard has not published the dungeon’s bosses, loot table or a map.

It has not said whether the attunement is needed by every member of a group.

Blizzard has not announced a minimum level for the attunement quests, and the beta data does not show how the Horde series connect.

Quest levels, rewards and the Horde quest order come from beta data and may change at launch.

We will recheck this guide when Blizzard publishes more or the live game data differs.
